We usually handle Power Apps deployments across multiple environments in our organization. As part of that, I assign roles to members of the Data team so they can view specific environments.
Recently, one of the users I assigned a role to (in an environment) mentioned he is unable to access the Power Platform Admin Center from his account.
My questions are:

What specific roles or permissions are required for a user to view/access the Power Platform Admin Center?

Does assigning roles like Environment Maker or System Customizer inside an environment automatically grant access to the Admin Center, or is there a separate configuration needed?

Should the user be added as a Power Platform Admin, Dynamics 365 Admin, or any other role at the tenant level?
Would really appreciate if someone could clarify the correct configuration and steps to enable Admin Center visibility for such users.
